[Canada] Amendments to Hot List

The following amendments have been made to Canada’s Hot List.

Substance Restriction/proposition
PHMB ( Polyaminopropyl Biguanide)    Restriction:

(Polyhexamethylenebiguanide;
Poly(hexamethylenebiguanide) hydrochloride;
PHMB; Polihexanid)

 

Not permitted for use in spray or aerosol formulations.

Max concentration for leave on use 2%

 
Basic Violet 4 Under the proposal, Basic Violet 4 would not be permitted in leave-on hair products, while limited concentrations would be allowed in hair dyes (0.4%) and rinse-off formulations 0.2%
Basic Blue 7 Under the proposal, Basic Blue 7 would not be permitted in leave-on hair products, while limited concentrations would be allowed in hair dyes (0.4%) and rinse-off hair care formulations 0.2%, nail products 0.8%, and 2 % in bath products
Comfrey (Symphytum spp.) Prohibition:

Symphytum spp., with the exception of Symphytum officinale

 
Furocoumarines Psoralen;

Imperatorin;

Alloimperatorin;

5-Methoxypsoralen;

8-Methoxypsoralen

 

Not permitted for use as intentionally added ingredients

 

Leave-on products, when naturally occurring in plant extracts  – max trace level 0.0001% (1ppm)

 

Rinse-off products, when naturally occurring in plant extracts

 
Brucine and its salts Expanding entry for brucine – to Brucine and its salts  (Brucine Sulfate), 357-57-3;
4845-99-2

 
Imperatorin Imperatorin: Proposal to remove the specific Hotlist entry for Imperatorin, which is currently described as prohibited. Imperatorin is considered subject to the entry for Furocoumarins (described as restricted), and will be added as a synonym to the entry. Imperatorin is expected to have phototoxic and photomutagenic effects similar to other furocoumarins.
