[EU] European Chemicals Agency Updates on Restriction to PFAS Substances
The European Chemicals Agency (ECHA) have published an updated restriction proposal on per- and polyfluoroalkyl substances (PFAS).
The key points of the restriction are as below:
- Ban on the manufacture, use or placing on the market as substances on their own.
- Restrictions when added in a mixture, as constituent or in an article at:
- Above 25 ppb for any PFAS as measured with targeted PFAS analysis (polymeric PFASs excluded from quantification)
- Above 250 ppb for the sum of PFASs measured as sum of targeted PFAS analysis, optionally with prior degradation of precursors
- 50 ppm for total PFASs (polymeric PFASs included). If total fluorine exceeds 50 mg F/kg the manufacturer, importer or downstream user shall upon request provide to the enforcement authorities proof of the fluorine measured as content of either PFASs or non-PFASs.
There will be 18 months from official approval of the restriction. This is still pending final approval, and more industry sectors are under evaluation.
Please note Cosmetics Europe’s recommendation on PFAS, encouraging companies to phase out the use of intentionally added PFAS in cosmetic products by 31 December 2025.
