[EU] European Court of Justice Upholds Annulment of Classification to Titanium Dioxide

As of 1 August 2025, the European Court of Justice (ECJ) upheld the annulment of the classification of titanium dioxide in certain powder forms as a carcinogenic substance.

This ECJ judgement will impact the CMR 2 classification of Titanium Dioxide under the EU Classification, Labelling and Packaging (CLP) Regulation, which was implemented with the 14th Adaptation to Technical Progress (ATP) to EU CLP.

It is unlikely that the regulatory entry in the EU Cosmetic Products Regulation will be amended, since this reflects an assessment from the EU Scientific Committee on Consumer Safety (SCCS).
