Regulatory Update – Washington State Bans the Sale of Cosmetics Newly-Tested on Animals

The sale of cosmetics newly tested on animals has been banned in Washington state, effective 1st January 2025.

The Cruelty-Free Cosmetics Act means it is now illegal for manufacturers to sell cosmetics in Washington that have been tested on animals in development or manufacturing.

There are notable exceptions to the rule, such as non-cosmetic products and cosmetics that have been animal tested in foreign countries according to that country’s regulations. Cosmetics that were animal tested before the ban are allowed to be sold providing no further animal testing occurs.

Manufacturers that violate the ban may be punished with a fine up to $5,000 for each violation.
