[EU] Scientific Committee on Consumer Safety is Mandated to Assess Safety of Titanium Dioxide in Oral Cosmetic Products
On 14 September 2025, the Scientific Committee on Consumer Safety (SCCS) was requested to submit a scientific opinion on the safety of titanium dioxide, both nano and non-nano, in cosmetic products.
In this mandate, the SCCS is requested to assess the safety of titanium dioxide in oral cosmetic products under the conditions of use reported in the dossier submitted:

The European Food Safety Authority’s (EFSA) safety assessment came with the following conclusion:
“Overall, on the basis of all currently available evidence along with all the uncertainties, in particular the fact that genotoxicity concern could not be ruled out, the Panel concluded that E 171 can no longer be considered as safe when used as a food additive.”
The SCCS shall also flag any further scientific concerns regarding the use of titanium dioxide in cosmetic products taking into account the newly submitted dossier.
The SCCS has 12 months to publish an opinion.
