SCCS Publishes Opinions on Cannabidiol, Acetophenone and Heliotropin

Heliotropin (CAS No. 120-57-0, EC No. 204-409-7)

On 15 April 2026, based on the assessment of data provided and taking into consideration the concerns related to the possible classification as ‘Repr.1B’ under Regulation (EC) No 1272/2008 (CLP Regulation), the SCCS considers Heliotropin safe when used up to the maximum concentration of 1.8% only in fine fragrances for adults.

Cannabidiol (CBD) (CAS/EC No. 13956-29- 1/ 689-176-3)

The SCCS opinion, published on 24 April 2026, assesses the maximum safe concentration of Cannabidiol in cosmetic products.

The SCCS concluded that a concentration of up to 0.19% is safe for dermal and oral cosmetic products, whether used separately or together.

THC impurities are considered safe in dermal or oral cosmetics at levels up to 0.00025%.

This Scientific Advice excludes CBD use in cosmetic products that could expose the end user’s lungs through inhalation.

Acetophenone (CAS No. 98-86-2, EC No. 202-708-7)

On 4 May 2026, in light of the data provided and taking into consideration the possible classification as ‘Repr.1B’ under Regulation (EC) No 1272/2008 (CLP Regulation), SCCS published a draft opinion concluding that Acetophenone is safe in cosmetic products at concentrations up to 100 ppm (0.01%). This assessment accounts for exposure from other sources, including food and tobacco smoke.
