[UK] Health and Safety Executive (HSE) Notify an Update to the WTO re: Mandatory Classification and Labelling

On 6 October 2025, the Health Safety Executive (HSE) notified to the World Trade Organisation (WTO) an update to the GB Mandatory Classification and Labelling (MCL).

The updated notification highlights a change to the ‘making available’ on the market deadline, which is now 23 March 2027.

Cosmetic ingredients affected by the changes:

  • Sodium perborate (CAS 7632-04-4), CMR 1B (reprotox), listed already in Annex II of the UKCR
  • N,N’-Methylenebisacrylamide (CAS 110-26-9), CMR 1B (muta), it is expected to be added in Annex II of the UKCR
  • Hexane (CAS 110-54-3), CMR 2 (reprotox), listed already in Annex II of the UKCR
  • o-Phenylphenol (CAS 90-43-7), CMR 2 (carc), listed already in Annex III of the UKCR – expected to stay in Annex II, as there is defence ongoing.
  • Ozone (CAS 10028-15-6), CMR 2(carc, muta), expected to be added in Annex II of the UKCR
  • silver, massive: [particle diameter ≥ 1 mm], powder: [particle diameter > 100 nm < 1 mm], nano: [particle diameter > 1 nm ≤ 100 nm] (CAS 7440-22-4), CMR 2(reprotox), already in Annex IV of the UKCR – defence unknown
  • Nitrous oxide (CAS 10024-97-2), CMR 2(reprotox), expected to be added in Annex II of the UKCR
