[Virginia, USA] Human and Toxin-Free Cosmetics Act Signed into Law
The Humane and Toxin-Free Cosmetics Act (House Bill 122) was signed into law in April 2026. The bill maintains existing prohibition on animal testing and also introduces a list of 24 substances which will be banned for use in cosmetic products.
The below substances must not be intentionally added into cosmetic products.
Technically unavoidable traces that might be present in cosmetics are permitted providing their trace presence results from impurities in ingredients, manufacturing processes, storage conditions, or migration from packaging.
Manufacturers/ sellers may continue to sell through existing non-compliant stock until 1 June 2026.
